Change notification

General Information

In the notification and accounting convention valid prior to 31 December 2018, change notifications are used among other things to maintain the individual insurance histories of persons registered for mandatory insurance and for notification of all other circumstances of significance for the insurance relationship. A majority of the change notifications to be made prior to the end of 2018 shall no longer apply from 01 January 2019, e.g. age-based reclassification. The determining factor is the fact that the information is taken from the monthly contribution basis reporting (mBGB).

It is still an express legal requirement that notification must be provided regarding the changeover from the old process to the processing system in accordance with the Betrieblichen Mitarbeiter- und Selbständigenvorsorgegesetz (BMSVG).

Registration procedure for mandatory insurance


While mandatory insurance is in effect, the employer must report any change of significance for the insurance that is not included in the monthly contribution basis reporting (mBGB) within seven days.

Competent authority

The notice of change must be submitted to the competent health insurance carrier (→ Association of Austrian Social Insurance Institutions)German text.


Notice of change is only valid if it is sent to the health insurance provider via ELDA (electronic data exchange with Austrian social insurance providers) in the standard format specified by the Association of Austrian Insurance Providers.

Applications submitted in other ways, particularly in paper form, by email or by telephone, are not acceptable.

Applications sent by natural persons from private households by methods other than data transmission are valid if:

  • it can be proved that it was technically impossible to submit an application for a considerable period of time due to the failure of an essential element of the data transmission system (PC, screen, keyboard, cables etc.) for reasons beyond their control, and they were therefore unable to meet the deadline.

Specific requirement: If there is a switch between full insurance coverage and partial coverage in the accident insurance, the insured party must immediately be provided with a copy of the change notification.

Self-reporting is envisaged for changes of address.

Penalties: An infringement may be penalised by late charges or a late registration fine. The District Administrative Authority may impose administrative penalties for offences.
