End-of-waste status for recycled wood products

General information

For recycled wood, the end of waste can be declared.

In the case of declaration an assessment report [Beurteilungsnachweis] has to be prepared. The end-of-waste status has to be documented by an entry in an electronic product storage facility. For recycled wood products, a separate product storage facility has to be indicated in the master data as relevant part of the installation.

Waste owners declaring the end of waste have to inform the Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK) annually about

  • the type and quantity of the recycled wood product,
  • the changes in respect of the planned purchasers of the past year or those that will presumably emerge, and
  • about the results of an external control.

Enterprises affected

Waste owners wishing to declare the end-of-waste status of recycled wood.

Requirements

If the following requirements are satisfied, the waste status of the recycled wood ends with the declaration:

  • The end-of-waste status for recycled wood is tied to a designated use.
  • Recycled wood products may be used only in installations serving the production of wood-based materials.
  • For the production of recycled wood for which the waste owner wishes to declare the end-of-waste status, the provisions of the Austrian standard for solid recovered fuels, ÖNORM EN 15358 "Solid recovered fuels – Quality management systems – Particular requirements for their application to the production of solid recovered fuels" including a quality management system with external quality assurance, apply mutatis mutandis.

Deadlines

Where recycled wood products are passed on, a valid assessment report, including a unique identifier, has to be submitted, and information has to be provided that these products meet the end-of-waste criteria applying to the use in facilities serving the production of wood-based materials.

For the end of waste of a recycled wood product an assessment report has to be submitted to the BMK.

An annual notification has to be sent to the BMK.

Procedure

The waste owner prepares an assessment report and sends it to the competent authority. The same procedure applies to the annual notification.
